Moscow education, Russian wife, and hidden apartment in the Russian Federation
Roman Kaptelov (born March 16, 1980) is a People's Deputy of the Verkhovna Rada of the 9th convocation from the "Servant of the People" party, a majoritarian representative from electoral district No. 36 (Pavlohrad). Prior to marriage, he bore the surname Myhrin, and graduated from the Russian State Social University in Moscow with a degree in "Political Science." Journalists from "Schemes" found out that as early as January 2022, the Kaptelov family left Ukraine and relocated via Turkey to Russia, and his wife, a Russian citizen, has been working since December 2023 in a structure cooperating with the "Voіn" project — Putin's center for patriotic youth education.
NABU, hidden Moscow real estate, and voting against NABU
Since 2015, the deputy's family has owned an apartment in Moscow — one third registered to his wife and children, with the value of the concealed share amounting to about 6 million UAH. Also undeclared are his wife's incomes from a Russian state institution—over 700,000 rubles for the year 2024. In July 2025, NABU conducted a search in the deputy's residence and confiscated his phone. The dates of Kaptelov's foreign trips coincide with his wife's trips from Russia to Turkey — on those days he was recorded as "absent" from Parliamentary sessions. On July 22, 2025, he voted for draft law No. 12414, which restricts NABU and SAP.
