Former counterintelligence officer of the SBU, detained by the NABU for bribery related to "covering" illegal migrants
Former head of the counterintelligence sector of the Left-Bank interdistrict department of the SBU Main Directorate in Kyiv and Kyiv region (major). His official duty was to expose foreigners living in Ukraine with forged documents; however, according to the investigation, he himself "covered" illegal migrants.
NABU case and the "migration" scheme
On April 25, 2018, NABU detained Karamushka for a bribe of about $47,500; the court set bail at 1.2 million UAH. According to the investigation, the scheme operated through sham marriages with Ukrainian women and document forgery (about $3,000 per person) — for "removing" certain foreigners from the SBU’s deportation lists. The indictment against him and his accomplice Yuliia Kondratieva (former State Migration Service official) was forwarded to court in 2018–2019; the case was reviewed by the High Anti-Corruption Court.
Pause due to military service and assets
In 2024, the High Anti-Corruption Court suspended proceedings against Karamushka "until his release from military service," separating the case materials into a separate proceeding — a loophole allowing avoidance of conviction for years. Media reports indicate that he re-registered an elite apartment of approximately 141 m² to his mother (former director of the Finance Department of Kyiv Regional State Administration) and, using old contacts in the SBU, is once again "resolving issues" for business. No pro-Russian connections have been found; there is no verdict.
