A former policeman and security guard who smoothly transitioned from law enforcement in the 1990s to business and regional politics. People's Deputy of Ukraine of the IV convocation (2002–2005) from the bloc "For United Ukraine." Deputy of the Kharkiv Regional Council of the V–VIII convocations. Representing OPZZh — still in the regional council today. President of the Kharkiv Regional Judo Federation.
From the 1990s to Kernes: Security Business as a Springboard
In 1993, he left the police and headed the security company "Trust" — one of the most profitable sectors during the chaotic privatizations of the 1990s. Connected with Kernes and Dobkin; he vacationed with the latter. Leads the "Kernes group" in the Kharkiv Regional Council. The media associate their closeness back to the 1990s and illegal activities.
Son Fled after an Accident and 2.7 Million on a Lexus
In 2008, his minor son Dmytro illegally drove a car, hit a pedestrian, and fled the scene. The case went to court — attempts to hush it up failed. In 2017, Karatumanov bought a Lexus LX 450 for 2.7 million UAH — despite not declaring significant income. The declaration records financial obligations to individuals — not banks.
"Honored Citizen" Despite the Court and Murayev Among Friends
In 2023, the regional council awarded him the title "Honorary Citizen of Kharkiv Oblast" — the court repealed the decision. In 2024, the issue was brought up again. People's Deputy Friz publicly called him a "friend of Murayev" — a pro-Russian oligarch under sanctions.
