Member of Kyiv Regional Council from "Solidarity" and "European Solidarity" – suspicion of raiding
A deputy of the Kyiv Regional Council of the VII and VIII convocations from Petro Poroshenko's "Solidarity", later from "European Solidarity". Financial consultant, owner of "Viskar Agro" and founder of the Charitable Foundation "Native Land — Kagarlyk." Karlyuk earned his reputation in the region long before his deputyship: the media associated him with raiding, crop theft, and "cash-out" schemes even before entering politics. His wife is Yulia Senyk, ICTV TV presenter, who was a paid assistant to Onyshchenko for 8 years.
Raiding of the agricultural company of the volunteer who died near Ilovaisk
In May 2019, Prosecutor General Lutsenko notified Karlyuk of suspicion: the investigation believes he organized document forgery of "Rusava-K" — an agro-complex of volunteer Mark Paslavsky, who died near Ilovaisk. During searches at his home and at "Viskar" company, relevant documents, a raiding scheme in a notebook, and the Sea Ray 450 yacht were seized. A bail of 3.6 million UAH was replaced with a personal obligation. Despite the suspicion and searches, in 2020 he was re-elected to the regional council. "European Solidarity" promised to exclude him only after a court verdict.
Broken jaw and a psychiatric certificate
In 2017, Karlyuk physically assaulted a colleague from "Fatherland", Khakhulin, right in the session hall of the Kyiv Regional Council — a jaw fracture and concussion were diagnosed. Karlyuk explained it as "overwhelming emotions." Meanwhile, the media found out he has a certificate of a mental disorder — which in the case of a criminal proceeding allows to recognize him as not responsible. Thanks to this, prosecution for raiding may end the same way as the fight ended — with nothing.
