Mayor of Chernivtsi 2014–2020
An independent mayoral candidate who was elected head of Chernivtsi twice and contested his reinstatement in court three times. His father, Pavlo Kaspruk, chaired the executive committee of the Chernivtsi City Council from 1985 to 1991. A typical dynastic regional career. Before becoming mayor, he served as an assistant to MPs Kinakh, Yatsenyuk, and Fedoruk in turn. In 2014, he declined a parliamentary mandate from the People's Front in favor of the mayoral position.
Garbage, bulletproof vests, and sleeping in court
During his first term, he failed to fulfill the promise of implementing a European system for waste collection—there was not enough money even for garbage bins. In 2014, the city council spent UAH 350,000 on low-quality bulletproof vests—criminal cases were initiated. Kaspruk fell asleep during his own court hearing—journalist Vyshynskyi commented: "his conscience fell asleep along with him."
Resignation, courts, and UAH 265,000 compensation
On July 26, 2018, the Chernivtsi City Council dismissed him by secret ballot. In April 2019, the court reinstated him. On July 17, 2020, the Supreme Court again canceled his reinstatement. During nine months of "illegal dismissal," UAH 265,000 in compensation was paid. Overall, he fulfilled 76% of his promises—one quarter failed.
