The "Eternal" Head of the State GeoCadastre: the Land King of Lviv Region Who Survived Three Dismissals

Andriy Volodymyrovych Kavetskyi is one of the most untouchable figures in the Lviv bureaucratic apparatus. He headed the Main Department of the State GeoCadastre in the Lviv region intermittently for more than 10 years (since 2015). During this time, Kavetskyi repeatedly appeared in land scandals; there were three official attempts to dismiss him from his position, but each time he successfully reinstated himself through the courts. Until 2023, the official managed to submit completely empty declarations — without any personal real estate or vehicles, but later his reports showed a luxury sedan Lexus LS 600H L, and his wife Kateryna suddenly received a "gift" of a residential house measuring 218.7 m² in an elite suburb of Lviv (Solonka) amid the war.

Whiskey with $30,000 for NACP, Carpathian Land Grab, and a Record Bail of 43 Million

In July 2026, Kavetskyi's long-standing land empire suffered a devastating collapse. When the National Agency on Corruption Prevention (NACP) began a large-scale monitoring of the official's lifestyle, he decided to "solve the issue." Agents of the State Bureau of Investigation (DBR) caught Kavetskyi red-handed while attempting to deliver a $30,000 bribe to an anti-corruption agency employee. The bribery amount was initially written on a napkin, and the cash was brought and handed over in a tube from an elite Scottish whiskey bottle. The Pechersk District Court of Kyiv chose pre-trial detention for him with an abnormally high initial bail of 89.8 million hryvnias, later reduced on appeal to 43.8 million hryvnias. Besides bribery, Kavetskyi is linked to criminal cases since 2022 concerning the illegal grab of 26.7 hectares of communal lands of Zymnovodivka community worth 113 million hryvnias and the illegal free transfer of 2 hectares of protected Carpathian land near the resort town of Skhidnytsia to front persons. Currently, the former official is held in a pre-trial detention center.
