Head of the Kyiv District Administration of Kharkiv from the "Kernes Bloc" — 19 years in the executive committee

Nelly Kazanzhieva is an "old school" official of the Kharkiv municipality, who built her career within the pro-Kernes system. After earning two economics degrees in Kharkiv, from 1991 to 2010 she spent nineteen years in the executive committee of the Dzerzhynskyi (now Shevchenkivskyi) district of Kharkiv: from inspector to deputy head. She is a deputy of the Kharkiv City Council of the 8th convocation from the "Kernes Bloc — Successful Kharkiv", and the head of the Kyiv District Administration of the Kharkiv City Council.

Office locked during the ATO veterans' rally

Activists of the "Anti-Corruption Bloc of ATO Participants" demanded that Kazanzhieva resolve the issue of an illegally installed object. After waiting for her for three hours, they did not get a response — the head of the district administration's office was found locked during working hours. After the rally, Kazanzhieva was accused of corrupt ties with the offender. The head of the city council department called the rally a "seizure," and the police found no violations.

The most passive deputy — no speeches during the entire term

Throughout the entire 7th convocation of the Kharkiv City Council, Kazanzhieva gained a reputation as one of the most passive deputies — she did not speak at any session with any proposal. An official who simultaneously serves as a deputy over the council she administratively leads — a classic Kharkiv municipal conflict of interest from the Kernes era.
