Israeli pilot-developer, honorary consul of Ukraine in Jerusalem

Ofer Kertsner (Kerzhner) is one of the first foreign developers in Ukraine, entering the market in 1998 and building a real estate empire here for over 25 years. From 1975 to 1983, he served as a military pilot in the IDF. In 2001, he co-founded First Ukrainian Development (later DeVision). In 2007, he founded City Capital Group. In 2013, he was appointed honorary consul of Ukraine in Jerusalem.

30 hectares in Kozyn through forged documents

In 2004, Kertsner and Israeli entrepreneur Vadim Averbukh, using documents later deemed dubious, obtained over 30 hectares of land valued at $20 million from the head of the Kozyn village council. A golf club was built on this land plot.

Scheme involving Firtash's debt and "Misha-Krysha"

UNIAN reported: Ukrgasbank is moving towards transferring claims worth 4.3 billion UAH through Kertsner's structures — effectively protecting the assets of sanctioned Firtash from seizure. Journalists link Kertsner with the circle of criminal authority Mikhail Cherny (“Misha-Krysha”). Averbukh's name appears in the Eural Trans Gas — RosUkrEnergo schemes.

Purchase of "Leonardo" and "University of Ukraine" for $100 million

In June 2025, City Capital Group signed an agreement to purchase the Leonardo business center (phase one) and the University of Ukraine shopping mall — totaling 105,000 sq. m in the center of Kyiv. The seller was the Irish IBRC. Forbes estimated the deal's value at $70–100 million. Kertsner is also one of 34 advisors to Mayor Klitschko and has actively supported the Armed Forces of Ukraine since the full-scale invasion began.
