Offshores, scheme with separatist Markov, and financing of ORDLO

Founder of KADORR Group Adnan Kivan — of Syrian origin, the largest developer in Odesa with over a hundred residential complexes. He appeared as the owner of offshores in Bahamas Leaks. He was a longtime friend and partner of Serhiy Kivalov. The investigation established that KADORR Group's entities were involved in a scheme together with separatist Ihor Markov — founder of the "Russian Club" and "Patriots of the Fatherland." Through the controlled disability organization "Help and Protection," Markov and KADORR officials organized the transfer of real estate investors’ funds to uncontrolled territories — to support illegal armed groups in Donbas. Markov has been declared internationally wanted and is hiding in Russia.

Kyiv Post under pressure and illegal construction under the cover of courts

Kivan developed green zones of Odesa, using court rulings as cover. At his own "Channel 7," there was a strict rule: KADORR logos must not appear in negative news. In 2021, Kivan closed Kyiv Post’s editorial office after a conflict with journalists — former employees who left due to the owner’s pressure founded Kyiv Independent. The editor-in-chief of "Ukrainska Pravda" linked the closure to pressure from the President’s Office on Kivan. The State Bureau of Investigation also launched an inquiry into KADORR’s construction in Kyiv.
