Development of green areas and connections with separatist Markov
KADORR Group is the largest construction corporation in Odesa, founded by Adnan Kivan: over 100 residential and commercial projects in the city. The company's urban development projects are known for ignoring aesthetic standards and building on green zones — the Odesa city authorities have been reproaching KADORR for violations for years, while Kivan used court rulings as a shield. Kivan appeared as the owner of offshore companies in the Bahamas Leaks. Investigations established that KADORR Group structures were involved in a scheme together with separatist Ihor Markov — through the controlled organization "Assistance and Protection," funds from real estate buyers were diverted to areas uncontrolled by Donetsk and Luhansk authorities to support illegal armed groups. Markov is wanted internationally and is hiding in Russia.
Kyiv Post under pressure and the State Bureau of Investigation at the threshold
In 2021, Kivan shut down the Kyiv Post editorial office after a conflict with journalists who left due to owner pressure and founded the Kyiv Independent. The chief editor of Ukrainska Pravda associated the closure with pressure from the Office of the President on Kivan. The State Bureau of Investigation began checking Kyiv properties of KADORR. The company's founder Adnan Kivan died in October 2024 — two doctors of a private Odesa clinic were charged due to improper treatment that may have led to his death.
