10 million dollar bonus
Andriy Kobolyev is the former Chairman of the Management Board of NJSC Naftogaz of Ukraine (2014–2021), the man who pulled the state company out of debt and won the Stockholm arbitration against Gazprom for $2.56 billion. Along with this victory, he awarded himself a bonus of over $10 million — significantly exceeding the normative limit. In January 2023, the NABU and SAP notified Kobolyev of suspicion of abuse of office: he accrued himself 229 million UAH in bonuses, deceiving the company’s supervisory board. The case has been referred to the High Anti-Corruption Court (HACC), where it is currently being heard as proceeding No. 42018000000001782.
Gas — to a fictitious company, 2 billion — into nowhere
NABU launched a separate criminal proceeding regarding the transfer of 305 million cubic meters of state gas to a fictitious company in 2020. Kobolyev personally signed decision No. 418 dated November 2, 2020, according to which the gas was transferred from Naftogaz to Ukrtransgaz as a loan — for further appropriation by Profi Gas LLC, a wholly fictitious firm. The state lost fuel worth over 2 billion UAH.
Constant partner of Kolomoisky
Kobolyev was the initiator of the deal that helped clear Ukrnafta of debts to the state — a scheme primarily beneficial for Ihor Kolomoisky, who controlled 42% of the company’s shares. Through his actions in 2015, the Chairman allowed Kolomoisky to withdraw about 12 billion UAH from Ukrnafta, after which the Prosecutor General's Office opened a criminal case.
