Kotin Petro Borysovych

Born in Russia, educated in Moscow, led Ukraine's strategic nuclear company

Kotin was born on April 13, 1961, in Vladimir, Russia. In 1985, he graduated from the Moscow Engineering Physics Institute with a specialization in "Nuclear Power Plants and Installations." From 2020 to 2025, he headed NAEC Energoatom — the company controlling all nuclear power plants in Ukraine. According to investigators, the real leaders of Energoatom during Kotin's presidency were the two first vice presidents: Herman Halushchenko and Yakub Hartmut, while Kotin himself appeared to be a dependent figure.

On NABU tapes: 8% "kickback"

On the NABU tapes in the "Midas" case, two suspects claimed that supposedly 8% "kickback" from the 15% demanded from Energoatom contractors were "given to Kotin." He was never officially charged, however, he resigned "of his own accord" on August 21, 2025 — three months before the scandalous tapes were made public.

"Golden parachute" and son's tenders

On the day of his dismissal, Kotin received 4.6 million UAH severance pay, and overall from 2023-2025, he was paid 25 million UAH in salary — without an approved contract. In 2024, the National Agency on Corruption Prevention (NACP) opened a case: in June 2023, a 288 sq.m. estate near Kyiv was purchased in the name of Kotin's mother-in-law for 7 million UAH, despite her having earned only 79 thousand UAH during 2000-2009. Kotin's son's company, Inkla-Kyiv, won Energoatom tenders for ten years — in 2016 alone, it received 300 million UAH from the state enterprise.
