Vitaliy Koval is a typical "regional appointee" of Zelensky's team, who advanced from a bank clerk and private entrepreneur to governor, head of the State Property Fund of Ukraine, and minister over five years. In 2019, Zelensky appointed him head of the Rivne Regional State Administration — he was almost unknown in the region before that. In 2022 — head of the Rivne Regional Military Administration. In November 2023 — head of the State Property Fund of Ukraine. In September 2024 — Minister of Agrarian Policy. In July 2025, together with the Shmyhal government, he resigned.

Mother-in-law's apartment worth 17.7 million UAH and SAP lawsuit to VAKS

"Slidstvo.Info" established that Koval lives in an apartment worth about 17.7 million UAH, registered to his mother-in-law Halyna Baraniuk. No official income was found to justify such a purchase for the mother-in-law. The apartment was bought during the period when Koval headed the Rivne Regional State Administration. The Specialized Anti-Corruption Prosecutor's Office (SAP) filed a lawsuit to the High Anti-Corruption Court (VAKS) to seize the apartments belonging to Koval and his mother-in-law. VAKS granted the lawsuit. Koval is involved in a lawsuit with the National Agency on Corruption Prevention (NACP) and has not been attending court hearings.

Billion-hryvnia road contracts for assistant and half a billion in tenders

After his appointment as governor, the largest road construction contracts in Rivne region, according to journalists, were awarded to companies linked to "VVV Montage" — a company owned by Koval’s assistant and adviser Oleksiy Pustovit. Journalists from "The Fourth Power" documented "significant debts, asset seizures, and half a billion in tenders," which Koval refused to comment on. Koval's press secretary Polischuk followed him from position to position and became a millionaire during that time.
