Bihus.Info (November 2024) established that Kozlovskyi is a figure in a large-scale investigation of the shadow cigarette market amounting to 25 billion UAH; products from his controlled entities were sent to EU countries bypassing customs control. Journalists have repeatedly indicated Kozlovskyi's involvement in smuggling conducted at the Vynnyky factory. A separate scandal involved the construction of the "Emily Resort" complex around Vynnyky Lake: a football academy and hotel complex were built on the site of protective forest plantations and the coastal zone. Kozlovskyi also acquired several properties in the historic center of Lviv.
