Matviienko Anatoliy Serhiyovych
People's Deputy of the I, III, IV, V, VI, and VIII convocations
From the "Front for Change" to Poroshenko
Serhiy Volodymyrovych Kudlayenko is a People's Deputy of the VIII convocation from the Petro Poroshenko Bloc (No. 63 on the list), Deputy Chairman of the Committee on State Building, Regional Policy and Local Self-Government. He owes his career to his classmate and former Prime Minister Volodymyr Groysman.
In 2009, he became a deputy of the Vinnytsia Regional Council from Arseniy Yatsenyuk's "Front for Change." Twice unsuccessfully ran for the Verkhovna Rada from Batkivshchyna (2012). He only obtained a mandate in 2014 thanks to the Petro Poroshenko Bloc list. A classic career of a regional functionary drifting between opposition forces to Poroshenko's government.
Vote rigging and unfulfilled promises
He was caught twice during the term for button-pressing—a gross violation of the Constitution of Ukraine. In particular, one constituent appealed to him for help for her husband who needed surgery: Kudlayenko promised to help and asked her not to appeal to anyone else, but did nothing. The man died.
After the mandate — airport director
Since 2020, Kudlayenko has headed the State Enterprise "Directorate for the Construction of the International Airport 'Odesa.'" The transition from local self-government to the Petro Poroshenko Bloc, and then to a state enterprise associated with infrastructure tenders. His 2019 declaration contains no real estate.
