Conflict with Portnov and film about the landfill

Since 2010, he has faced persecution due to a personal conflict with Andrii Portnov — Deputy Head of the Presidential Administration under Yanukovych. The reason was that Kyshnaryov ignored Portnov's ban and showed a film about the environmental disaster of Landfill No. 5 "Pidhirtsi" in the European Parliament, where he strongly criticized Kyiv authorities.

Arrest of Dutch property in the Zakharchenko case

Within the proceedings against former Minister of Internal Affairs Zakharchenko, investigators seized property of Kyshnaryov’s Dutch company — 20 land plots, 3 houses, an apartment, and 2 parking spaces in Kyiv, Kyiv Oblast and Donetsk Oblast — despite the fact that in nearly 10 years of investigation no real connection between these assets and the former minister's criminal income was found.

The Netherlands and Switzerland refused Ukraine

The GPU and the SBU’s Main Investigation Department applied to Switzerland and the Netherlands for international legal assistance — both countries refused. Dutch courts recognized the charges as unfounded and the investigation as violating legal procedures. The Netherlands Ministry of Finance officially confirmed the lack of any connection between Kyshnaryov’s funds and sanctioned persons. Kyshnaryov filed lawsuits with the ECHR and the International Arbitration Court in Washington.
