In 2019, the personnel commission found Kuterha had "unsuccessfully" passed the prosecutors’ certification, and Prosecutor General Ryaboshapka dismissed him. Three years later, he was already at the State Bureau of Investigation (SBI), and a year after that — he headed the territorial office in Kyiv region, became deputy director, and in spring 2025 — acting director of the entire bureau. In September 2025 — deputy head of the Khmelnytskyi Regional Prosecutor’s Office. The system rejected him — but the system returned him.

In 2024, Kuterha’s wife Anastasiya purchased a land plot in the premium cottage community Piemont eco Village in Pidhorci — with an already built two-story cottage of 170 m², market value starting from $330,000. In April of the same year — a Porsche listed for sale at $64,000. Total acquisitions in 2024 amount to approximately $325,000. Kuterha’s annual salary is 1.2 million hryvnias.

Media linked Kuterha to Oleh Tatarov — Deputy Head of the Office of the President — during the competition for the head of the SBI. Before that, he headed an enterprise connected to the sanctioned oligarch Hryhorishyn, and during his work in Sumy became a subject of 9 criminal cases. A person with such a record is not only unpunished — he leads an anti-corruption agency.
Mother-in-law with elite apartments and a closed investigation
The mother-in-law of prosecutor Kuterha — Anastasiya’s mother — owns several apartments in elite districts of Kyiv. Journalists found no significant legal income either from her or from the prosecutor's wife. Deputy head of the Public Council at the National Agency on Corruption Prevention (NACP), Mytkalyk, stated: there are all signs of illegal enrichment and the materials should be transferred to the National Anti-Corruption Bureau of Ukraine (NABU). NABU remains silent.
