Born in 1968 in the urban-type settlement of Poliske in Kyiv Oblast. One of the leaders of the 1990 student Granite Revolution. Member of parliament of the III–VIII convocations from various parties: "Our Ukraine," "For Ukraine," "People's Front." Trusted representative of Yushchenko in the 2004 presidential elections. From December 2014 to April 2016, he served as Vice Prime Minister and Minister of Culture in the Yatsenyuk government. From April 2016 to August 2019, he was Vice Prime Minister for Humanitarian Affairs in the Groysman Cabinet.
Resignation scandal and failed cultural policy
Several groups of cultural figures repeatedly demanded Kyrylenko's resignation as Minister of Culture over issues including non-transparent tenders, lack of strategy, and draft law No. 2669 proposing to transfer rank-and-file employees of artistic institutions to contract positions, which contradicted the Constitution. The minister himself responded that a "systematic campaign by anti-patriots" was being waged against him. Ultimately, in April 2016, he was removed from the ministerial post, retaining only the Vice Prime Minister position without a portfolio. After the 2019 elections, Kyrylenko did not enter the new parliament and completely withdrew from active politics — he now maintains a Facebook page with greetings and comments.
