1.55 million from "Favbet" — and this is the first version of the declaration

Senior operative authorized officer of the Khust District Police Department Yuriy Lemak submitted a declaration — and did not indicate in it the 1.55 million UAH winnings from the bookmaker company "Favbet." The amount was added only in the corrected version submitted on March 31. At the same time, he "forgot" to declare an Opel Insignia car belonging to his wife, the house of his wife's parents where the family lives. However, he briskly explained: "The car is hers, she gives me a ride to work."

The wife's declaration also knew nothing

The wife of Andrian Lemak — chief specialist of the Khust District Court — in her declaration did not indicate either her husband's winnings or his income at all. Two public servants from one couple submitted two mutually exclusive declarations. One winning — two different versions of reality. A lawyer from the Anti-Corruption Center called this "ignorance of the law." Coincidence — or a system?

The casino as a cash legitimizer for law enforcement officers

Lemak is no exception. According to Slidstvo.Info, in 2023 over 6,000 public servants declared winnings in online casinos amounting to 156 million UAH. The scheme is known: some casinos "scatter" money on random people so they legalize it through their declarations. Conveniently — the person didn’t even play, but has a million winnings on paper.

Police officer with 1.2 million in cash — and no explanation

Besides the winning, Lemak declared 1.2 million UAH in cash. The official salary is 548,000 UAH per year. Where is the rest of the money? There is no answer. The response of Zakarpattia police — none as well. The National Agency on Corruption Prevention is silent. A police officer entrusted by the service to investigate crimes is himself a master of declarative creativity.
