Sanitary doctor who survived the pandemic and the MSEC scandal — twice Minister of Health

Viktor Liashko is a medical official with a technocratic image who progressed from the sanitary and epidemiological service of Kyiv region to the minister's chair. From 2003 to 2010 — in the state sanitary and epidemiological service of Kyiv region. From 2010 to 2013 — director of the department of the State Sanitary and Epidemiological Service of Ukraine. Since 2018 — First Deputy General Director of the Public Health Center of the Ministry of Health. In December 2019 — Deputy Minister, from March 2020 — Chief Sanitary Doctor. Since May 20, 2021 — Minister of Health. Reappointed on July 17, 2025.

MSEC: large-scale corruption with fictitious disabilities — and "I am not in the MSEC hierarchy"

The loudest scandal involving Liashko is connected to medical-social expert commissions (MSEC): thousands of fake disability certificates used to evade mobilization, including by subordinates of Prosecutor General Kostin, who resigned amid the scandal. Zelensky publicly expressed dissatisfaction with Liashko's handling of the MSEC situation. Liashko refused to resign: "Writing a resignation is easier than reforming the MSECs," he said, explaining that he "is not in the MSEC vertical" and does not appoint its leaders. Corruption continued in the MSEC successors — EKOPFO: ordinary employees of the "old" commissions were not blocked from transferring to the new structures.

Modest declaration and 1 million UAH in "honoraria"

For 2018 he declared about 100 thousand UAH salary, but an additional 1.01 million UAH as "honoraria and other payments" from the Public Health Center, plus 45 thousand UAH in honoraria from two LLCs and 68 thousand UAH from a private entrepreneur status. Land plot of 1,200 sq. m in Lytvynivka, wife owns a 1,200 sq. m plot and an apartment of 110.9 sq. m. The Minister of Health has no own housing but receives million-level "honoraria" from the subordinate structure — a somewhat unusual picture.
