Cigarettes from occupied Luhansk region

In 2019, as commander of the 10th Mountain Assault Brigade, was fined 119,000 UAH for smuggling: according to the verdict, at the end of 2018 he took out and sold hundreds of boxes of cigarettes from the uncontrolled part of Luhansk region near the Siverskyi Donets area, using a military truck; was detained while receiving $2,300 and reached a plea agreement with the investigation.

19 killed in the formation

On November 3, 2023, ordered artillerymen to line up for an award ceremony on the Air Defense Forces Day in a frontline village in Zaporizhzhia; soldiers waited half an hour for the brigade commander until an Iskander missile struck the gathered group — 19 servicemen died. Lysiuk himself arrived after the strike. Zelensky described this as a "tragedy that could have been avoided," the brigade commander was suspended; the State Bureau of Investigation is investigating under Article 425 of the Criminal Code (negligent attitude to service), with no public announcements of suspicion as of 2026.
