Oleksandr Lytvynenko is one of the most experienced Ukrainian security officials, whose career spans three presidencies and all key national security structures. From March 26, 2024, to July 18, 2025 — Secretary of the National Security and Defense Council (NSDC) and Coordinator of the Supreme Commander-in-Chief's Headquarters. From November 27, 2025 — Extraordinary and Plenipotentiary Ambassador of Ukraine to the Republic of Serbia.
FSB Academy of the Russian Federation
The most notable biographical fact: from 1989 to 1994, he studied at the Institute of Cryptography, Communications and Informatics of the FSK/FSB Academy of the Russian Federation in Moscow, obtaining a qualification as a mathematical engineer. A person with a diploma from the FSB academy — serving as the Secretary of the NSDC and head of foreign intelligence of a state at war with Russia. Lytvynenko himself did not hide the fact of his education, explaining that he graduated before the official establishment of the FSB.
Lyovochkin, "New Ukraine," and a Suspicious Route
From June 2010 to March 2014 — Deputy Director of the Institute for Strategic Studies and Prognoses (ISSP): he joined along with Serhiy Lyovochkin’s team and left together with them. After ISSP, he moved not just anywhere but to the "New Ukraine" Institute founded by Lyovochkin. The connection with one of Yanukovych's most influential associates is a detail that does not fit the image of a "loyal systemic security officer."
37 million in declaration and gifts over 75% of income
For 2016, he declared an income of 37 million UAH, of which 3.1 million were gifts. The NABU risk-scoring system records: gifts, prizes, and charitable assistance make up more than 75% of income; the value of real estate acquired during the current year is not indicated; declared real estate exceeds 300 sq. m. The Secretary of the NSDC’s declaration for the years immediately preceding the appointment is absent from the NABU registry — which is explained by the secrecy regime for special services officials.
