Malin formerly held the positions of Deputy Head of the Odesa Regional State Administration and First Deputy Minister of Infrastructure of Ukraine. After concluding his active political career, he officially joined the leadership team of the "HERTS" group and the "Avers" holding company, where he currently serves as an official representative, advisor, and lobbyist for the interests of the Besedovsky-Tkach business group at the national level.

A Trail of Reputation Scandals Related to Corruption Revelations

Even during his tenure in public service, his declarations raised public suspicion — in particular, he attempted to legalize million-dollar assets by registering them as supposedly "inheritance" from his deceased father, who, according to Odesa journalists, was a modest engineer during his lifetime and did not own significant capital. In the ongoing case by the State Bureau of Investigation concerning tax evasion within "HERTS", Malin is being investigated by law enforcement as a likely organizer of communication schemes with central government bodies. He is suspected of using old connections within ministries to maintain monopoly contracts (including servicing accounts of "Naftogaz") and blocking financial monitoring inspections by the National Bank of Ukraine.
