Bribery arrest and attempt to throw away money
Lyudmyla Ivanivna Marchenko — a People's Deputy of the IX convocation from "Servant of the People" (No. 63), Chair of the Subcommittee on the Status of People's Deputies. Her husband is Ivan Marchenko, who served as the military commissar of Lviv region from 2021 until February 2022.
On July 5, 2023, the National Anti-Corruption Bureau of Ukraine (NABU) revealed that Marchenko's assistant received bribes for registering conscripts in the "Shlyakh" system to allow their overseas departure through regional military administrations. Investigators conducted a search at Marchenko's residence; video footage documented her attempting to get rid of a $3,000 bribe by throwing the money over the fence of her own house. On July 12, 2023, she was expelled from the "Servant of the People" party.
VAKS verdict
According to the investigation, Marchenko and her assistant received $11,300 for two instances of facilitating illegal border crossings. In March 2026, the High Anti-Corruption Court found her guilty of abuse of influence and sentenced her to 2 years imprisonment with a 3-year ban on holding official positions.
Scandal with Azerbaijan and voting against anti-corruption bodies
In 2020, she publicly declared Ukraine's readiness to provide military assistance to Azerbaijan in the Nagorno-Karabakh conflict — a statement repudiated by her party, the President, the Ministry of Internal Affairs, and Ministry of Foreign Affairs. On July 22, 2025, she voted for draft law 12414, which limited the independence of NABU and SAP, triggering a wave of anti-corruption protests.
