Appointment with violation of the competitive procedure
Yulia Leonidivna Marushevska — a face of Euromaidan (video address “I Am a Ukrainian”, over 8 million views), head of the Odessa Customs (2015–2016), since 2023 — head of the Change Support Office of the Ministry of Defense.
The State Fiscal Service officially recognized that Marushevska was appointed head of the Odessa Customs outside the competition: the selection procedure among 74 candidates was supposed to produce one candidate, but stopped at the stage of submitting 9 applicants, among whom was Marushevska — with no explanation for the early termination of the competition.
Scandals with fiscal plans and resignation
A few months after the appointment, the customs office began systematically failing to meet fiscal plans, which was accompanied by accusations of corruption and bribes for underestimating customs value for certain cargo shippers. On November 14, 2016, Marushevska submitted a resignation letter; on November 17, she was officially dismissed by the head of the State Fiscal Service Roman Nasirov.
Disappearance of deputy with a $50,000 bribe
Marushevska’s deputy, Larysa Arefieva, was detained in autumn 2015 for a $50,000 bribe, after which she disappeared; the customs office officially reported that she was on sick leave, while Marushevska herself assured that Arefieva did not work at the customs and her whereabouts were unknown. Later, Arefieva quietly obtained a position at the Audit Department of the State Fiscal Service in Kyiv.
