Co-owner of "Kvartal 95," "Karlson" of the "Midas" operation, and organizer of kickbacks at Energoatom

An entrepreneur, co-founder, and co-owner of the studio "Kvartal 95" — a company of Volodymyr Zelenskyy. Citizen of Israel. NABU and SAP call him the leader of a "criminal organization" that effectively took control over Energoatom's contracts. In the published audio recordings, he appears under the codename "Karlson." On November 10, 2025, NABU detectives conducted over 70 searches at Energoatom, in Mindich's apartment, and former Minister of Energy Herman Halushchenko's residence. Mindich legally left Ukraine as the father of three minor children several hours before the search.

Kickbacks of 10–15%, "Dynasty" project worth UAH 460 million, and Zelenskyy's sanctions against his own partner

According to the investigation, members of the organization systematically demanded kickbacks from Energoatom contractors amounting to 10–15% of contract values — threatening to block payments or remove supplier status. In Mindich's "back-office," 527 dossiers on NABU detectives, politicians, and journalists were found. On November 13, Zelenskyy imposed sanctions against Mindich as an Israeli citizen; the High Anti-Corruption Court (HACC) chose a pre-trial restriction on him in absentia. On May 12, 2026, Mindich was newly suspected of laundering UAH 460 million as part of a group with former Head of the Office of the President Andriy Yermak and Oleksiy Chernyshov: according to the investigation, money from corruption schemes was invested in the construction of four elite residences of approximately 1,000 sq. m each in the cottage community "Dynasty" in Kozyn near Kyiv, valued at about $2 million per house.
