Former head of the Kholodnogirskyi district of Kharkiv, recruited by the FSB (according to the SBU)

Son of the deceased director of the Kharkiv Metro, from Kernes's circle. Three-time deputy of the Kharkiv City Council ("Party of Regions," later "Vidrodzhennya"), from 2012 to 2019 he headed the Kholodnogirskyi district administration.

Recruitment in Crimea and Russian passport

In October 2018, the SBU notified Musiiev of suspicion under part 1 of Article 111 of the Criminal Code (high treason) and declared him wanted: according to the investigation, the FSB recruited him in 2015 during a trip to annexed Crimea, in 2016 he received a Russian passport, met with handlers in Russia and third countries, having access to state secrets. Under his leadership, according to the SBU, "alternative" ATO veteran associations were created that engaged in racketeering and collecting information about fighters to be handed over to Russia. Musiiev himself was in hiding for about 2 years and did not directly deny holding a Russian passport.

The court canceled the suspicion — the deputy returned

In 2020, the court canceled the notice of suspicion, and Musiiev returned to Kharkiv to complete his term. He was previously implicated in a corruption case (acquitted), in the destruction of the "Target" construction site (2006), and attacks by titushky on Tymoshenko supporters. In 2023, he was spotted vacationing in France.
