For a long time, he was the key co-owner and ultimate beneficiary of LLC "HERTS" through affiliated structures of the "Avers" holding. In July 2022, amid increased scrutiny from regulatory authorities regarding monopolistic financial flows in the frontline region, Nikitin officially withdrew from the company's founders, transferring his share.

Suspicions regarding "HERTS"

Although Nikitin formally left the business several years ago, analysts from the State Bureau of Economic Security (SBE) and anti-corruption investigators link his former political status to lobbying the payment system's interests at the local government level. During his tenure in the regional council leadership and share ownership, "HERTS" had the exclusive right to administer the unified personal account database of residents, receiving a fixed commission of 2.4% for each utility payment. According to expert estimates and inspection materials, this generated net profits for the company's owners ranging from 20 to 30 million hryvnias monthly. Law enforcement agencies are investigating these facts within proceedings on abuse of power, creation of artificial monopolies, and embezzlement of communal funds.
