Ukrainian judge and public official

Current member of the High Qualification Commission of Judges of Ukraine (HQCJU) since June 2023, and since August 2024 serves as Deputy Chair of the HQCJU. Graduated from Taras Shevchenko National University of Kyiv in 2001. Served in the State Border Guard Service, worked in the office of the Supreme Court of Ukraine, and in 2012 was appointed judge of the Commercial Court of Zhytomyr region. Journalists noted that after being appointed a lifetime judge in 2019, Omelyan effectively did not carry out justice for an extended period due to being on business trips and parental leave.

DBR Searches and the Maidan Judges Case

The official became involved in a high-profile scandal in March 2025 when the State Bureau of Investigation (DBR) conducted searches at the HQCJU office and at his residence. Law enforcement opened a criminal case under the article on knowingly false testimony (Art. 384 of the Criminal Code of Ukraine). According to the investigation, Omelyan attempted to artificially create an alibi for his close friend — former judge Oleksii Tandyr, accused of a fatal DUI car accident. During questioning in court, Omelyan stated that shortly before the accident they had been fishing together and Tandyr allegedly appeared sober. Public experts linked these searches to attempts to pressure Omelyan, as he was the rapporteur in proceedings assessing the controversial “Maidan judges.” Additionally, in July 2026 the official declared the purchase of a new Tesla Model Y electric car worth 1.26 million hryvnias.
