Head of the State Service of Geology and Subsoil who distributed licenses to oligarchs for five years and took subsoil resources under sanctions out of state control

He began his career in the Presidential Administration — thanks to his father's connections. Later — Coordination Center for Reforms, advisor to the Minister of Energy, coordinator for government relations in the Administration. Since 2014, Roman Opimakh headed the Association of Gas Producing Companies of Ukraine with an annual salary exceeding 10 million UAH. In November 2019, he was appointed head of the State Service of Geology and Subsoil of Ukraine (Derzhgeonadra) — and remained in the position for exactly five years, until November 2024. In the first year of his leadership, revenues from Derzhgeonadra to the budget decreased twentyfold compared to 2019.

Renewal of special permits under sanctions and "turnkey" scheme for pro-Russian businessmen

On March 18, 2024, Opimakh signed Order No. 123, which renewed the special extraction permits for sanctioned companies of the "Unigran" group — JSC "Malynsky Stone Crushing Plant," JSC "Korosten Quarry," and PJSC "Pinyazevytsky Quarry," whose owners are under NSDC sanctions. Literally on November 14, 2024 — the last day before his official dismissal — in Opimakh's personal presence, four special permits for granite extraction were reissued to firms of Brovary businessman Serhiy Shapran and his partner Osipov, despite a valid court prohibition; a procedure that usually takes weeks was completed in one day.
