Hero of Ukraine (2004), long-time head of Southern Railway (with a break in 2005–2006), People's Deputy of the VII–VIII convocations — majoritarian representative of constituency No.177 (Kupiansk), in the Parliament — aligned with the Revival group (Khomutynnik), deputy head of the party. Elected to the Kharkiv Regional Council, chaired the transport commission.
Tenders for his wife
In 2015, the company "STV+" (charter capital UAH 500), co-founded by the deputy’s wife Nataliya Ostapchuk, was accused of bid-rigging in road repairs in his constituency — a related shell company acted as a competitor. "Klimtehinvest" from Ostapchuk's circle has been receiving Southern Railway contracts worth UAH 19.2 million since 2013. In the "Chesno" catalog, it is associated with "tax abuses" and "tender manipulations"; it appeared among 54 deputies who did not declare their business (the firms "Exis" and the Environmental Technology Research and Production Association are registered to his wife).
