Oil businessman, member of parliament of the VII, VIII, and IX convocations from Volyn (majoritarian), member of the group "For the Future." In 2015–2016 — Governor of Odesa, in 2016–2018 — head of Volyn Regional Council. 2024 declaration: dividends from LLC "Luk Point" — UAH 44 million, cash USD 80 thousand and UAH 1 million, apartment over 400 sq.m, luxury watches. Widely recognized business partner of Kolomoisky; media associate him with money laundering schemes through party structures; "Volyn-Palyvo" — a company close to him — owes about UAH 150 million to Kolomoisky's firms.

SBU and NABU — two proceedings, falsification of special permits and UAH 9 billion for roads to family resorts

The SBU opened a criminal proceeding regarding a scheme of falsification of special permits for subsoil use — Palytsia is a figure in the case. NABU in 2018 began checking facts of possible crimes during his chairmanship of the Volyn Regional Council: it was established that unidentified persons signed orders on behalf of the council head while he was abroad. The National Agency for Prevention of Corruption (NAPC) recorded undeclared expenses of UAH 1.53 million on the 2019 election campaign. Investigation by "Syla Pravdy": the state allocated UAH 9 billion for road repairs to resorts where Palytsia's family owns land and business. The central market of Lutsk came under control of companies from Palytsia's financial-industrial group.
