Pantiukov Serhii Pavlovych

Kharkiv businessman who became the central figure in a high-profile corruption scandal surrounding the Donetsk Regional Military Administration (RMA)

According to the NABU and SAP, Pantiukov is a close friend and classmate of Serhii Honcharenko — the former head of the Housing and Communal Services Department of the Donetsk RMA (who is also the biological brother of the Mayor of Kramatorsk).

In June 2023, Serhii Pantiukov, who previously engaged in small-scale trading and had no experience in large construction projects, was appointed director and 100% owner of the private company PP “Poli.”

Immediately after, the company, without real competition, became the main contractor of the Donetsk RMA. The Housing and Communal Services Department, under his classmate Honcharenko’s management, signed 5 large contracts with Pantiukov's firm totaling over 414 million hryvnias. The funds were allocated from the budget for the urgent restoration of heating systems, modular boiler houses, and water pipelines in severely damaged frontline cities — Selydove, Ukrainka, and Sviatohirsk.

Large-scale embezzlement and disappearance in Uzbekistan

Investigation by NABU found that Pantiukov and Honcharenko organized a cynical scheme to "develop" the funds: prices for materials and equipment were artificially inflated multiple times, and the works were either not performed at all or carried out in a crude manner violating regulations. Total losses to the state amounted to over 265 million hryvnias (initially, the figure of 140 million hryvnias was cited).

When law enforcement became interested in the scheme, its participants tried to "cover their tracks." In spring 2024, the company “Poli” was hastily re-registered to a mass registration address in Kyiv, its activity was changed to freight transportation, and the new nominal owner instead of Pantiukov became Bahhtiyor Yuldashev, a citizen of Uzbekistan, who is listed as the owner of over 100 similar shell companies. The case has been submitted to court.
