Head of the Presidential Administration under Yanukovych
Serhii Pashynskyi is a former Member of Parliament, ex-acting Head of the Presidential Administration (March–June 2014), and Chairman of the National Association of Defense Industry Enterprises of Ukraine. One of the most notorious politicians of recent years, coordinator of Euromaidan and a figure in several criminal proceedings, a constant participant in scandals around Ukroboronprom in 2015–2019.
Procurement Fraud
In 2018, NV published an investigation regarding his involvement in overpriced purchases of old BMP-1 infantry fighting vehicles through a chain of intermediaries.
In February 2024, NABU and the SBU conducted a search at Pashynskyi's residence and notified him of suspicion — in the illegal appropriation and sale of 97,000 tons of state-confiscated petroleum products, causing losses of nearly 1 billion UAH. According to the investigation, Pashynskyi provided political cover for the scheme, using influence over state bodies and judicial authorities, while the oil was sold at undervalued prices and profits accrued to beneficiaries.
Bail of Almost 300 Million UAH — Not a Problem
In February 2024, the High Anti-Corruption Court set bail at 272.5 million UAH — a record at the time. It was paid by enterprises of the defense association he himself leads. In January 2025, materials of the case were separated into a distinct proceeding, where he and others are suspected of systemic embezzlement of public funds.
