"Converter" in State Procurement

Taras Pleshkov is a Lviv entrepreneur, long known in business circles as a "converter": a person who turns state funds into cash through a network of front companies. He is considered the "fixer" at the Busk Canning Plant — in two years, the enterprise received over 15 billion UAH from the state for supplying products to the army. Rotten canned goods, mold in workshops — and billions from the budget.

Medvedchuk's Circle and Godfather-MP

According to journalists, Pleshkov is the godson of Mykhailo Dobkin, an MP from the Opposition Platform — For Life party, a person from Medvedchuk's circle. While traitor Medvedchuk settles in Russia, his people continue profiting from the Ukrainian budget. In 2019, Pleshkov was already involved in a criminal case concerning bribery — the case was closed due to a procedural error.

1.5–2 Billion on Drones Through Front Companies

A structure affiliated with Pleshkov signed a contract for the purchase of drone parts and assembly in Ukraine for 1.5–2 billion UAH. Funds moved through a chain of companies: "Fenixolution", "Fromed", "Ahmada", "Bark Crave", "Zamani Global" — all registered to front persons. About 120 million UAH ended up in structures connected to Pleshkov.

Fictitious Harvest and VAT Evasion

The company of the entrepreneur’s father, Oleg Pleshkov, declared 5,000 tons of soybeans for the season — at least 3,000 tons without any documentary confirmation. The goal is fictitious VAT reimbursement. On February 24, 2026, enforcement proceedings were opened in favor of the state budget. The scheme is alive — responsibility so far only on paper.
