Minister of Social Policy 2016–2019 — NACP reprimand
Minister of Social Policy of Ukraine in the Groysman government from 2016 to 2019; before that, deputy mayor of Vinnytsia for social affairs for 10 years. In May 2018, the National Agency on Corruption Prevention (NACP) issued him an official reprimand for violations of legislation regarding ethical conduct and conflict of interest prevention; at the same time, violations were found in the declarations of 16 employees of the Ministry of Social Policy subordinate to him. In 2017, he provoked public outrage by stating that Ukrainians spend half of their earnings on food "because they eat too much" — the head of the Independent Miners’ Union interpreted this as evidence that the ministry is leading the country towards impoverishment.
"Let them endure" — about residents of occupied Donbas and failed promises
In 2019, the opposition called for Reva's resignation after, in a fragment of an interview for the BBC, he effectively advised residents of the occupied Donbas who want to receive Ukrainian pensions to "endure"; the minister's explanation that his words were taken out of context did not appease critics. Reva never fulfilled the promise to regulate pension payments by law to Ukrainians in non-government controlled territories — the issue remained unresolved until the end of his tenure.
