Governor stripped of title for collaboration
Former head of the Kharkiv Regional State Administration and head of President Poroshenko's Administration. In December 2022, the Kharkiv Regional Council revoked Raynin's title of "Honorary Citizen" due to anti-Ukrainian and collaborationist views. A public official who constantly spoke Russian even while holding top state positions.
"Turboatom" and procurement from relatives
After his appointment as governor, it became known that the strategic enterprise "Turboatom" began purchasing products from a company connected to Raynin's relatives — at inflated prices. The director and co-founder of the supplier company "Okhorona Pratsi" was the official's father — Lev Raynin. Also employed there were Ihor's mother and future governor Yulia Svitlychna.
Land for their own and influence trading
The Kharkiv Anti-Corruption Center revealed that Raynin's circle founded the housing cooperative "Sintobud" and received 1.5 hectares of land in Kharkiv free of charge from the city authorities. The CHESNO platform recorded cases related to influence peddling and fraud. Raynin fulfilled his deputy mandate in the Kharkiv Regional Council remotely — in 2017 he did not attend any plenary sessions.
