Minister of the Cabinet of Ministers in the Groysman government, candidate for parliament from the "Ukrainian Strategy" party
Minister of the Cabinet of Ministers of Ukraine in the Groysman government (2016–2019), responsible for implementing priority reforms, headed the Prime Minister's Reform Office. Previously — head of the Secretariat of the Chairman of the Verkhovna Rada Groysman (2015–2016). Candidate of Legal Sciences, Honored Lawyer of Ukraine. In two years as minister, he fulfilled less than half of his promises — in particular, he failed to complete the modernization of electronic document management systems in ministries by early 2018.
The party did not overcome the threshold
In the 2019 elections, he ran as No. 3 on the list of the "Ukrainian Strategy of Groysman" party; the party gained only 2.41% and did not enter parliament. No criminal proceedings, suspicions from NABU/SAP, or conclusions from NACP regarding declaration violations about Saienko have been recorded in open sources. Currently — a lawyer and lecturer at Kyiv National Economic University.
