Entrepreneur from Ivano-Frankivsk — LLC "Optomix"

Dmytro Shlimovych is a regional entrepreneur from Ivano-Frankivsk, whose scheme illustrates a systemic problem: while the NABU is chasing top-level corrupt officials, hundreds of such operators in the regions quietly and methodically drain defense budgets. Shlimovych uses two instruments — a sole proprietorship and LLC "Optomix", registered on April 4, 2024, with a charter capital of 10,000 UAH. Already in November 2024, the newly created company received its first contract from the Department of Education and Science of the Ivano-Frankivsk Regional State Administration.

Three contracts, fictitious competition and 24.5 million UAH

The first contract was for an interactive laser shooting range costing 5.5 million UAH. A competitor offered a price 500,000 UAH lower and challenged the discriminatory tender documentation conditions written specifically for "Optomix"—but Shlimovych won. The second tender was for 64 sets of educational equipment for 7.5 million UAH with no competitors at all. The third — the most high-profile — was for 150 Kalashnikov rifle models totaling 11.5 million UAH. The competitor was sole proprietor Serhiy Stepanovych Rymar, an operator from Rivne, who according to investigators provided fictitious competition rather than genuinely competing.

Mother-in-law and family contract on drones

Shlimovych's family business also involved Vira Yaremko — his mother-in-law, who joined in drone supplies for the army at inflated prices. The Shlimovych family managed to significantly enrich themselves through defense procurement. CMU Resolution No. 1178 dated October 12, 2022, on simplified wartime procurement served as the legal basis for the scheme: minimal control, maximum room for abuse.
