Soboliev holds the position of Deputy Head of Department – Head of Division in the Department of Strategic Investigations (DSI) of the National Police of Ukraine. His many years of service are connected with combating organized crime, economic crimes, and uncovering shadow financial schemes in the capital, where he previously also worked in the Kyiv City Economic Protection Department.

Reputational accusations and investigations

Soboliev came into the media spotlight and public attention due to high-profile reputational accusations and mentions in journalistic investigation materials. In particular, in publications and on information platforms (including public discussions on Censor.NET), the official’s name together with the senior leadership of the DSI appeared in witness statements regarding corrupt "cover-ups" and illegal protection of a network of fraudulent call centers across Ukraine.

Despite the serious resonance around shadow incomes in law enforcement agencies and the revealing statements, no official suspicions from anti-corruption bodies (NABU/SAP) or criminal convictions concerning Yurii Soboliev in this case have been issued so far, and he continues his service in the DSI.
