Rubel Andriy Mykolayovych
Police Colonel, career operative
Owner of the website "ORD"
The owner of the notorious kompromat site "ORD" is now himself a suspect in the very activities on which the resource was built
Born in 1963 in Maykop (Russian Federation), after Afghanistan he settled in Kyiv. He created "ORD" in 2004 — a site famous for massive "leaks" and kompromat on everyone in a row, from Akhmetov's circle to presidents. A systematic figure: he was head of the SBU press service (2005), and from 2014–2019 an advisor to the Minister of Internal Affairs Arsen Avakov. Since 2022 he has lived in Berlin as a refugee.
"Fake — then pay for removal": a scheme finally recognized as extortion
On August 26, 2026, the Office of the Prosecutor General and the National Police notified Rechinsky of suspicion under Part 4, Article 189 of the Criminal Code of Ukraine (extortion, up to 12 years with confiscation). According to the investigation, he and accomplices worked for years under a simple scheme: first, through the "ORD" website and Telegram channel, they spread false, discrediting materials about businessmen, then extorted money (including cryptocurrency) for their removal. Searches were conducted in Berlin; an international search and extradition are being prepared. The person who trafficked in others' reputation is now a figure in his own "criminal forum."
