Born in 1982 in Kabardino-Balkaria, grew up in Odesa region. Studied in the United Kingdom, Switzerland, and Russia. CEO and co-owner of the TIS port complex (Trans-Invest Service) near Odesa — one of the largest private ports in Ukraine. Founder of the investment company SD Capital. In 2021, he sold a stake in TIS to DP World; the terminal was rebranded as DP World TIS Pivdennyi. Honorary consul of Austria in Odesa.

Accusations regarding railway schemes, tugboat scandal, and FT quote about "navigating through corruption"

A People's Deputy accused Stavnitzer of involvement in a corruption scheme with top officials of "Ukrzaliznytsia" and "Odesa Railway." In 2016, he was at the center of a scandal concerning the Ministry of Infrastructure's sale of tugboats from the Odesa port. In a Financial Times article, Stavnitzer explained SD Capital's philosophy as follows: "We can take investors by the hand and guide them through the corruption and bureaucracy of the Ukrainian legal system to the point where projects are implemented" — a quote that became a reason for criticism.
