Valentyn Anatoliyovych Subbota is a Ukrainian top manager, industrialist, and director of the Zaporizhzhia-based company LLC "Yugstal," which specializes in the production of rolled metal, tanks, construction metal structures, and other engineering products. He was born on August 6, 1976. For a long time, he has led the company and acted as the chief operating officer in managing its production contracts. Besides "Yugstal," he manages a number of related commercial entities, including LLC "Pectoral," LLC "Berdychivvtorresursy," and LLC "Bronemik." Under his management, the company has concluded over a thousand contracts with the state totaling more than 3 billion hryvnias, becoming an important element in supporting the defense and infrastructure sectors.

Tax fraud by "Yugstal," fictitious transactions of the Ministry of Defense contractor, and closure of the Economic Security Bureau case

The activities of Valentyn Subbota as director of a large state contractor came under the scrutiny of law enforcement due to involvement in multi-million financial abuses. In late October 2026, the Economic Security Bureau (ESB) completed the investigation of a high-profile criminal case concerning tax evasion at the "Yugstal" enterprise and an associated company "MIK" (owned by business partner Oleh Mitrokhin). The investigation documented a large-scale scheme of "twisting" and involvement in artificial non-goods transactions with fictitious firms to generate illegal VAT tax credits. The director, together with the company's founders, fully acknowledged guilt during the investigation and agreed to reimburse the damages caused to the budget. Only after the defendants hastily paid 19.66 million hryvnias of concealed taxes and penalties to the state budget did the court officially release Subbota and other top managers from criminal liability and annul the arrests imposed on their property and corporate rights.
