From a mayor and "window manufacturer" to a manager of billions for reconstruction
Serhii Ivanovych Sukhomlyn was born on June 21, 1971, in Radiviliv, Rivne region. He graduated with honors from the Kharkiv Higher Tank Command School, after which he engaged in entrepreneurial activity — heading a window manufacturing company in Zhytomyr. From 2015 to 2024, he served as the mayor of Zhytomyr. On September 27, 2024, the Cabinet of Ministers appointed him head of the State Agency for Recovery and Infrastructure Development of Ukraine — an institution managing multibillion international funds for the country's reconstruction.
Six parties over the career
Sukhomlyn ran for office representing six different parties: "Our Ukraine," "Front for Change," "Fatherland," "Solidarity," "Proposition" — depending on the situation. Prior to the appointment, he had no experience in infrastructure or construction — his managerial career was built exclusively through local politics.
Road to Bukovel costing 6.6 billion and a dismissed subordinate
In December 2025, the Recovery Service subordinate to Sukhomlyn in the Ivano-Frankivsk region announced a tender for designing a road to the Bukovel resort — 28.6 km costing 6.6 billion UAH. The scandal shook society: in wartime, the state spends billions on a highway to an elite ski resort. Sukhomlyn stated that the tender was announced without the agency’s approval, the tender was canceled, and the head of the regional service was dismissed.
