31 billion in debts — and a free zoo

Kharkiv Mayor Ihor Terekhov has accumulated around 31 billion UAH in debts for the city’s communal enterprises to state companies — primarily for electricity. Instead of repaying debts — PR projects: free transportation, a renovated zoo, and city beautification. Experts explicitly state: if there is no plan to settle debts — resources emerge for "showy things." Apparently, these debts are planned to be written off.

Tobacco business and "indirect bribery" of voters

Even before becoming mayor, the CHESNO movement twice recorded Terekhov engaging in "grechkosiiania" — indirect voter bribery. Kernes publicly announced that among the founders of tobacco kiosks in Kharkiv are the surnames "Terekhov" and "Kotvitsky." Ihor Kotvitsky — a business partner of the Terekhov family — is a figure in an investigation into the withdrawal of millions from "Kharkivoblenergo." The connection between them is documented.

Declarations under review — no answers

In 2018, the NAPC checked three electronic declarations of then Vice Mayor Terekhov. The results of the checks never sparked a public scandal. Former wife Olena Vynnyk is a co-founder of the "ON Clinic" and "DoctorPRO" networks. Relatives through the second wife hold positions within the city infrastructure. Family ties and power — in one structure.

Frontline city — a cover for everything

Terekhov skillfully uses the status of a "city 30 km from the front line" to respond to any criticism. Debts — due to the war. Lack of transparency — because of shelling. Scandals — "discreditation." But the 31 billion debt did not arise from rockets, but from management decisions. Kharkiv residents defend the city. The mayor defends himself.
