Odesa billionaire, co-founder of the processing center "HERTS", accused of creating a shadow monopoly on utility payment processing and financial fraud. Architect of the monopoly scheme through "HERTS"

Tkach is called the architect of the monopoly scheme for collecting commissions on utility services in Odesa and Kyiv through the company "HERTS." Structures associated with him (including LLC "Yugtrans-Terminal" and LLC "HERTS") drew the attention of the State Bureau of Economic Security (SBE) within criminal proceedings under Part 2, Article 212 of the Criminal Code of Ukraine (tax evasion amounting to tens of millions of hryvnias). Journalistic investigations allege his long-standing connections with Odesa’s criminal groups (the Oleksandr Anhert group) and political protection from local authorities. In July 2026, following SBE searches, information appeared about his possible departure abroad.
