Governor-entrepreneur: six businesses and land to relatives through the State Geocadastre
Yuriy Tkachenko is a former head of the Cherkasy Regional State Administration (2014–2018), a candidate of economic sciences, with a background in banking and taxation. During his four years as governor, according to experts from the Civil Network OPORA (KPU), he was more concerned with his own business empire than the development of the region, which had the worst indicators for attracting foreign investment. Tkachenko is a co-owner of the MoLLi retail chain, the enterprises "Zolotonisky Bacon" and "Zolotonisky Gardens," the "Farmers'" market, the restaurant and the farming enterprise "Volya" — all of which actively expanded during his governorship. People's Deputy from the Petro Poroshenko Bloc Vladyslav Holub publicly announced his exit from the faction after receiving a "package of threats" from Tkachenko himself.
395 hectares of land to relatives and presidential advisor instead of accountability
The State Geocadastre, with the assistance of Cherkasy office head Mironenko, transferred 177 hectares of land to a nominee — the son of the sister of Tkachenko’s wife. Additionally, the governor's brother Dmytro received 218 hectares of land plots. Both schemes were documented by anti-corruption activists as a real conflict of interest; however, no criminal consequences ensued for Tkachenko. On November 20, 2018, he was dismissed from the position of head of the Regional State Administration, and on November 27 — appointed as an advisor to President Poroshenko. Instead of investigation — a promotion.
