Star Cardiac Surgeon and the Eternal Head of the State "Heart Institute": Estate on 6 hectares, Tenders for Relatives

Cardiac surgeon (born 1965), professor, one of the country's most well-known doctors; has been the permanent head of the Heart Institute since 2008 — an institution built at the expense of Kyiv for UAH 644 million, transferred to the Ministry of Health in 2012; in 2015 obtained British QHA Trent accreditation. In terms of state funding, the Institute is unrivaled (UAH 800 million over three years — twice as much as the Amosov Institute). Was a candidate for the position of Minister of Health.

War with Suprun

In 2017, accused the acting minister Ulana Suprun of disrupting purchases amounting to UAH 364 million; he was supported by Medvedchuk and Rabinovich — the latter organized a rally at the Ministry of Health in his defense. At the same time, lawyer Yevhenia Zakrevska published Prozorro data regarding drug procurements through intermediaries with about 40% overpayment. Todurov denies everything, explaining the procurements as failures of the Ministry of Health.

Family on State Contracts

According to an investigation by "Nashi Hroshi" (Bihus.Info): an estate on 6 hectares with a lake and a solar power plant (a gift to his wife, ~$1.5 million), a collection of apartments registered to relatives, UAH 11 million in savings with a salary of UAH 173 thousand per year. The company "Profi Co" (among the founders is his son-in-law) received UAH 15 million in tenders from the Institute over two years; "Alpha Medica" is registered to associates of Andriy Derkach — who was on the supervisory board of the fund of Todurov's daughter and son-in-law. In 2025, the contract for the reconstruction of the Institute (UAH 1.05 billion) was awarded to "Countryinvestbud" — a company from the "Mindich Tapes."
