Paramedic of emergency medical services and founder of the private "Boris" Clinic. People's Deputy of the IX convocation from "Servant of the People," chairman of the Verkhovna Rada Committee on Health Care. From July 30, 2019, to March 30, 2024 — non-staff advisor to President Zelensky. In March 2024, Zelensky dismissed him from the advisor position. Before his appointment to the Office of the President, Radutskyi served as Deputy Head of the Kyiv City State Administration — and did not declare ownership of his "Boris" Clinic.

In February 2021, Radutskyi promised the family of a medic who died from COVID-19 to assist with the investigation to secure compensation — but became the only deputy who voted against the corresponding appeal to the president; he justified this by saying he "pressed the wrong button during a quarrel." On July 22, 2025, he voted "for" Bill No. 12414 — subordinating the NABU and SAP to the Prosecutor General, which effectively eliminated the independence of anti-corruption agencies. His declaration includes cash exceeding 5 million UAH and financial obligations to individuals (non-banks).
