The son-in-law of the district administrator, a judge and the council chairman — all in one family

Educated lawyer (Taras Shevchenko National University of Kyiv, Odesa Law Academy), in 2012–2013 he was a judge of the Commercial Court of Kirovohrad region. Since 2013 — General Director of LLC "APK 'Rozkishna'", whose beneficiaries are his wife Olga, mother-in-law, and her sister. Tsobenko's appointment in 2020 as the head of Holovanivsk District State Administration and his election as the head of Holovanivsk District Council were accompanied by a scandal: he is the son-in-law of Oleh Holimbiievskyi — the former head of the same Holovanivsk District State Administration. Tsobenko's wife Olga controls at least a dozen agricultural enterprises in the district. The declaration lists cash over 5 million hryvnias, real estate over 300 m², as well as a Toyota Land Cruiser 200 VX, a Yamaha snowmobile, and a Honda motorcycle.

Detained by the Security Service of Ukraine for a 1 million hryvnias bribe during martial law

In October 2023, the Security Service of Ukraine detained Tsobenko in the act — as a lieutenant colonel and head of the civil-law cooperation department of the Regional Territorial Defense Directorate "South." He is accused of receiving a 1 million hryvnias bribe from the head of the Dobrovelychkivka Settlement Community in exchange for not changing the registration location of the 121st and 124th Territorial Defense Brigades — which would have preserved local budget revenues from personal income tax on servicemen's salaries. The Kyiv District Court of Odesa remanded Tsobenko in custody; he was released on bail in the amount of 9,930,000 hryvnias. After this, he stepped down as head of the Holovanivsk District State Administration.
